RAYMOND LESLIE DUGAN
Leslie was originally from a Ranch in Western Kansas, USA. He continued his education at the University in Kansas, and then to the University of Colorado for both an MS and a PhD degree (Public Law and Administration). From that base he went to work with the consulting firm Booz, Allen and Hamilton in Chicago and their offices in New York and Washington for contractual services with governmental agencies. After a few years, he was invited to associate with the University of California, Los Angeles (UCLA ) as a Visiting Faculty member; subsequently, he returned to private business first to Santa Barbara and then in San Francisco. He was invited to join a private foundation in New York City (Scientists and Engineers for Secure Energy) and again traveled extensively to Washington to consult with the Office of the first President Bush. After more than 8 years he chose to return to California and became involved again in the private business sector (mortgage and real estate). He maintained that interest until moving to Santa Fe, New Mexico, and San Miguel de Allende in 1995 where he now resides as a Mexican citizen.
